Carrots are a non-starchy vegetable. All non-starchy vegetables are unlimited on the program. Carrots do have more calories than other vegetables like celery or peppers so you don't want to eat pounds of them during the day. But munching on some raw carrots during the day to satisfy your need for crunch is fine.
